Safety Committee Meeting - December 2023

5:51pm – (RECAP OF LAST MEETING)

5:53pm – Mr. Sutterfield would like to see CPR and first aid class for RSO’s. Mr. Sutterfield is still a CPR instructor. Basic plus and bleeding control courses to BOD members and RSO’s. Not mandatory by BOD or RSOs but recommended. Have to refresh the course every two years to maintain your certification. Motion made to resend this back to the BOD and ask for action to be taken on CPR classes. Motion approved.

5:55pm – Match director to notify AMR when a match will take place with 75 or more participants. Ask AMR for a standby if there are going to be 75 or more participants. Will show due diligence that we at least told AMR to be on standby whether or not they stage themselves. Motion made to send this back to BOD.

5:58pm – Would like to see a trauma kit/bag available at the range. Mr. Sutterfield makes motion that we have a trauma kit available located in a convenient location with an AED. Trauma kit is $300-400 and AED is $1200. Motion approved to send proposal back to BOD.

6:03pm – Issue regarding drawing from holsters on ranges with concrete pads. Mr. Causey states we need to write members can’t wear a holster on the ranges with concrete paid. Mr. Reno asks what do we do if a member is concealed carrying in a holster. Mr. McCoy states the rules are already clear on conceal carrying in a holster. Mr. Lancaster recommends we add to the signage for those specific ranges (1a/b/c and 7). We can add a bullet point that the use of holsters is not allowed on this range. VERBIAGE TO ADD Drawing from a holster is prohibited. This rule will be added the paper rules under each range applicable range and added to the signage. Motion made to put drawing from holster is prohibited on the signage
and rules for that specific range, 1 a/b/c and range 7. Motion approved.

6:25pm – BOD needs verbiage for new ranges, includes writing rules for safety rules and new pistol bays. Mr. Lancaster states we need the same rules for the new pistol bays comparable to ranges 2a/b and 3a/b. Mr. Reno states if you look at 3D, he is concerned about full auto being on 3D because it is narrow. Mr. Causey states 3C and 3D should be the same rules as 2A and 2B (no full auto allowed on 3C and 3D). Motion made for ranges 2C, 3C, and 3D have the same rules as 2A and 2B. Rules for 3A&B remain unchanged. Motion approved.

6:32pm – Shotgun rules. Mr. Causey suggests before we make any decisions we enlist the help of Joe Rankin to look at it and provide comments on what works best for that size range. Mr. McCoy believes we should tap his knowledge before we go forward on what to do for now. We will leave the shotgun range closed for now (it is too wet/soggy to open as it is). Mr. Causey asks if there’s room to have more than one shooting spot. Mr. Reno states there isn’t. Mr. McCoy suggests shooting clay booths. Mr. Reno suggests we also involve the shotgun members who come out here to provide insight on what they want. Mr. Reno suggests we ask Bob what he suggests for the shotgun range. Mr. Sutterfield states we need to send this back to the BOD for them to provide the specific usage of the shotgun range. Mr. Lancaster would like to see proof that the shot will always stay on our properties, would like to see the math behind it. Mr. Lancaster doesn’t believe we can write up the rules for the shotgun range. How are going to mitigate the shots going to another range or off the property line? Mr. Lancaster states we approach the two members to look at the shotgun range, recommend rules and the use of the range. Mr. Reno states the BOD needs to determine the actual usage of the range, and the BOD sends the usage to the safety committee. Mr. Lancaster makes motion that the BOD decide how they want the space used, number of shooters, shot will remain on the property and suggests that the BOD reaches out to Joe Rankin and Bob for recommendations on how they would like to use the property. Motion approved.

6:47pm – Mr. McCoy wants to discuss the downrange procedures. Mr. McCoy encountered an issue with the downrange procedures. Mr. McCoy proposes we add another word “downrange” the rule procedure. Mr. Lancaster states the lights and buzzer is a better solution. Mr. Causey makes a motion we bring the BOD with a suggestion for lights and buzzer on all rifle ranges. Motion approved.

7:04pm – Mr. Sutterfield recommends we obtain small mirrors so that we can see around the corners of the berms. Mostly an issue during matches. Mr. Lancaster states he hasn’t seen this issue himself and recommends on match day vehicles have to go around the building to go down the road to get to 2a/b 3a/b, that way there is no blind spot. Motion made to send the board a recommendation to install two fish eye mirrors to be able to see around the berms.

7:08pm – Mr. Shannon states he sees an issue with a range 8 with people shooting rifles from the picnic table which is behind the left limit wing berm. You are not allowed to shoot past the left limit wing berm. From now on, we will write people up for that rule being broken. Mr. Lancaster asks us to send an observation report on those members who is shooting from that position. Mr. Reno states we will discuss this is at the board meeting.

7:19pm – Mr. Lancaster states we’ll schedule another meeting after the BOD meeting in January. In the meantime, Mr. Lancaster will do some research on shotgun range, the usage and general safety rules.
Motion made to adjourn. Motion approved.
